Campbell Duncan was a presenter at seminars in eastern Indonesia in 2005 and 2008. In the above scene he is presenting a session on the legislation cycle and public consultation (Lombok, 2008).
No-one said it was meant to be easy! Legislative drafting is a task which requires many skills. Not the least of these is an ability to identify and express the policy objectives of the proposed law.
Increasingly, also, it is important for legislative drafters to have knowledge of consultation, approval and certification requirements.

The current issue (November 2009) asks whether it is possible to consider the administration of legislation without considering also the legislation itself. The issue is not theoretical – the Victorian Competition and Efficiency Commission has been asked to do just this.
